Default ESC and Throttle EPA

I tried out a new ESC for the first time yesterday. Initially, I was disappointed as the Speed 400 motor wasn't developing much power. I found that increasing the transmitter's throttle channel end point adjustment to +125% (max on this Tx) gave much more power.

Tx - Hitec Prism 7x
Rx - Hitec Electron
Motor - Graupner Speed 400
Battery - 8.4V 600 mAH NiCD
ESC - GWS ICH-400

So, two questions:

1. Why did I need to run the EPA up to max?

2. How can I tell if the motor is now developing full power?

(BTW, this is my first model and first flight since 1987. This hobby sure has undergone some changes since then!)
