I think your best choice would be to get the plans and parts for a Hostetler tripacer, and get one of the many laser kit kits available out there.

If you want a more traditional kit Cambrian Models from the UK used to make a 1/4 scale kit in the 80's, they are discontinued now but some do pop up in Ebay.
