I believe the step to be way too far behind the CG. The step should be a maximum of 0.5" behind the CG.
Planes with tricycle gear have the mains a little farther back than that, and they are able to rotate. I use the guideline of putting the step under the point corresponding to 40% of Mean Aerodynamic Chord.

CF - What is your method of getting the drawing attached? I've tried to do this previously but the website won't allow uploading a Word document (.doc). What is the extension (.XXX) of your drawing?
Right click on his drawing, then left click on the "Properties" choice of the dropdown menu that appears. You will see that his drawing was a ".jpg" file.
