I don't think you can get there from here. For that amount of compression, you will need much more than a ducted fan. Pressure rises from an EDF might be measured in a couple of inches of water (1"H2O =.036 psi).

Since you plan on using a 12v battery, how about one of the tire inflating compressors that operate off the car's cigarette lighter?
