a lot of arf's come with the control hinges not installed and sometimes slots for the ca hinges not put in,unless they say pre-glued they usually aren't and i always check my hinges regardless,the reason the rudder comes out is because r/rudder is pushing l/rudder is pulling and there doesn't appear to be any glue or like ken said not glued properly.
