Place a T fitting between the check valve and the tank. This is the pressure line to the tank that will force fuel to the engine. Place a line on the T fitting and then plug the ling with a fuel plug. While the engine is running pressure builds up in the tank. When you shut the engine down, pull the fuel plug to release the pressure from the tank as it will not be in the fuel.
I wounldn't recommend a foam covering on the clunk. The foam covered clunk will hold the clunk off the bottom of the tank. Consider the viscosity(sp) of the air versus fuel and the air has less viscosity. As soon as the air hits the foam cover it will be sucked into the clunk because it will follow the path of least resistance quicker than the fuel will.
