if vent lined inverted that's 1 problem. check the fuel tank for leaks{block off vent line submerged tank into water and blow into feed line and see if any bubbles should not be any}if there is check the bung .. check the fuel tank for cracks..if ok then check fuel lines for pin holes and maybe place foam around the tank
