When you talk to the guys in the local club you will be able to find out a lot of these things.

Where to get fuel? They use fuel too. Where do they get theirs? I'm sure you could get one of them to fetch you a gallon now and then if need be.

They will know the laws about where you can fly legally and without complaints.

They will know about LHS's that you don't know about yet.

They will know what radio systems are available in your area and where to get them. May even have a used set for sale at a good price, maybe a plane too.
You don't have to have NEW stuff for your first plane. Sure it's nice but you MUST live with a budget.

I'd get to the first meeting you could. BEFORE making any final decisions.
