yes its normal, whats happening is the idle screw is not positiond in the groove. its a simple fix remove the carb from the engine, take out the idle screw and twist the carb you will see a groove on the carb, that is where the idle screw should sit in. if the idle csrew is not positiond propperly the carb will jam open or closed or not work at all. easy fit its ok
