Default Herr Aquastar with a T tail?

I bought a Herr Aquastar at a swap meet, built. I understand they don't fly well as a rudder only plane, so I'm in the process of adding ailerons. I've also heard they don't ROW well without some mods, but I notice whoever built it added the chine rails everyone has recommended. I plan to power it with a Hobby Lobby Nippy outrunner and a TP 1320 11.1 Lipo. My estimated weight is puttting it somewhere around 19 oz, but thanks to the ailerons I now have more wing area. In addition I'm going to add some upthrust. If it still won't ROW (keep in mind I haven't ever flown it, so it might), I'm thinking about modifying it to have a T tail in line with the center of the motor the same way my Ace Seamaster does. This will keep the horizontal stab out of the spray, and in line with the prop wash. In theory, I believe this will allow more elevator authority to keep the nose high during acceleration, hence no plowing, and it might actually get on plane. What do you think?
