The box should be spinning at full speed before contact is made.
A brand new engine will considerably more pinch, and likely get stuck at the top of the stroke the first few times. Try pre-heating the engine with a hair dryer on high, or a heat gun on low. Get the engine up to 175-200 degrees to expand the sleeve enough.
Make sure the starter wheel isn't hitting the chassis anywhere.
