Well I had the same problem you are having with my TS2 and it would work perfect on the bench, put it into the water and
No steering, and I found that I had to up grade the steering rods as the original thin rods which come with the kit were bowing in the turn ( could not over come the torque of the motor) and this sorted out the problem.
