Probably an air leak or something. Usually when the RPM jump up at idle like that its because the engine is getting air from somewhere. The intake take or maybe the valve cover could be loose.

I don't know if you mean the throttle barrel stop screw? or is you mean your programed Throttle cut in your TX.

If the barrel stop screw is missing this would cause it to be leaking air. If the problem is your TX switch doesn't work....then that is is becasue it is leaking air somehwere...Extra air means it will go lean.
