I have 3 YS engines and they all take a bit of spinning to get the fuel to the carb ( but not 60 secs. ). You have to pressurize the tank in order to push fuel to the carb in a YS. If there is any kind of leakage in the system or if the check valve is not holding 100% it may take longer than usual.
I think Don is right on target. I'm a new YS user myself and this is typical for my first start of the day. It takes a few seconds with the starter or 10 to 20 flips by hand to build up enough tank pressure to get the fuel to flow. I don't think there is anything wrong with your setup.
