The purpose of washout (reduced angle of incidence at the wingtip) is to cause the wingroot region to stall befor the wing tips. Another method to do the same thing just glue balsa tristock directly to the leading edge of the wing on about the inboard third, the idea being to give the leading edge a very sharp corner. This will trip a stall on the inboard section before the outboard.
