Yes, presently the FAA (I believe) has put a halt on all commercial ventures involving RC. On that note, it sounds like you intend to use a camera on a Blade CPP. If you are honestly serious about Aerial Photography (after the ban is lifted) I would never for the life of me recommend a Blade CPP. True AP starts with at LEAST a REX 600, but the guy I know that does it uses one of these:
