So the constitution and bylaws of a club can" not legally be changed" if there was no true quorum present to change them.
Under CA law, if a set quorum is not listed in your bylaws (like it is in SSRCCPREZ
club) it automaticly defaults to 33%.
So if you have a 170 members, there better have been 55 in attendance at the time of the vote,
other wise the action is illegal, null and void, worthless, not worth the paper its written on.
Denying a quorum apparently is another tool that can be used to deny a legal vote on an issue.
