In truth I think the only reason to turn the carb is if you are having trouble primming, with the carb pointing down the fuel has a tendency to flow out of the carb, with it pointing up the fuel runs into the engine. When I reversed mine it all went according to plan not had a problem since. don't have a touch wood smiley.
