Allright. Stupid solution. I had two bad ESCs and had decided to go back to the 3 in 1 to make sure it was the ESC, but at first it wasn't working at all then. Through all the chasing and frustration I mistakenly hooked the tail motor up to the main rotor connector on the 3 in 1 which completely explains the tail moving with the throttle action only. Boy am I stupid!!! Too many wires, too much chasing multiple problems.

Thanks for the help though. It made me rethink the problem.
