Nothing in that price range will be able to handle any wind at all and still be controllable by a beginner, in the air that is.
Air Hogs as mentioned is ok but only on calm days.
Electric buggies are fun, easy to operate and wind doesn't matter.(around $50 at Walmart or even Radio Shack)
No matter what you get in your price range don't expect it to last a long time.
