It's hard to tell from just a picture. Maybe if you included the manufacturer name or a website address where we could see it. But from the picture is looks like it's pretty much a toy.

As meyere30 said, you are going to have a very difficult (if not almost impossible) time getting into RC flying for less than $50. A more realistic number for getting into this hobby would probably be more like $150-$300.
