Under $50 good luck unless you find one used at a swap meet or somebody at the field is selling it. Under $100 is easy. Hobbico.40 was a great trainer for me. $90. I had three of them. I just bought a second TF Sierra for $100. They are out there but $50 is low but not impossible.

It's hard to tell from just a picture. Maybe if you included the manufacturer name or a website address where we could see it. But from the picture is looks like it's pretty much a toy.

As meyere30 said, you are going to have a very difficult (if not almost impossible) time getting into RC flying for less than $50. A more realistic number for getting into this hobby would probably be more like $150-$300.

Overall about the same and it preference. I like gas cause I can hear the motor. With electric the batteries will slowly go out and bring you down. Price will be about the same cuase the battery is exspensive. You will need less field equptment with electric so that can save you alot of money in the start. I would try to get an all in one deal and make sure its a high wing not a low wing aircraft. If you have to get a low wing plane as a triner just send me the money. The plane will go for 5 seconds and be gone. Trust me, I used a Midwest Bf 109 as my first aircraft. MISTAKE!

If you would like to get into RC on a budget it is very do-able.
Radio...futaba or hitec 4 channel... it will come with all the electronic that go in the plane chargers etc
motor....O S LA 45 or Thunder tiger 42 ...these are bushing engines but will run and adjust easy for a new guy.
plane...if you want good flying and cheap go SPAD
SPADTOTHEBONE.COM
This web site has a bunch of free plans and lots of how to do it. The Debonair is easy to build and an acceptable trainer
they also have plans for flight boxes and stuff. these are made from corogated plastic called corplast and signs at gas stations and political signs are made from this. you can also buy it new for around 12 bucks for a 4x8 sheet.

also clubs often have USED PLANES that they make available to new members and a visual inspection will tell if its ok.
I really DO NOT recomemnd used radios or motors unless you really trust the seller.

you are corect on the hi lo wing thing

Just a suggestion, if your budget is actually in that range, you might be best served with an RC flight simulator. The simulators, any of them, provide worthwhile experience. If you were to get familiar with flying by using a simulator, you would find it easier to get into RC flying at a later date.

Good luck,
