One other thing I've just noticed is that with the Saito 72 mounted inverted the carb is about an inch below the level of the tank centerline. Is that a problem?
Depends.
Mostly on luck and the laws of siphoning.
Little or no siphoning usually happens when the carb is above or even with the centerline of the tank. Only usually happens when the carb is below. And doesn't always.
