Your esc is set for voltage cut off thats not in agreement with the battery your using..

Turn on your transmitter.
Move the stick to full throttle.
Plug in the battery.
It will beep to let you know your in the programming mode.
Now move the stick to Mid position. It will beep again.

If you gonna use a 2 cell battery - now move the stick to idle.
If your gonna use a 3 cell battery - now move the stick to full throttle.

It should beep at you again.
Now disconnect the battery, plug it back in and see if that works.
