Nope I wasn't messing with you. It could possible work, I wouldn't bet my life of it, or even $20. I've seen sheets of blue shrinkwrap that exact same color you want at my LHS. I've also seen transparent blue hobby spray paint. I don't know anything about pactra tinting paint but that sounds like another good bet.
