You need to go through all the hardware and remove it and reinstall it with some sealant to seal around the screws . That will keep water out . also remove the drive flex shaft and regrease it . also the rubber boot on the transom for your steering may need to be glued a little better to prevent water from coming through there . And also put some sealant/glue around the water intake line on the transom . these few things should help keep the water out .
