I have the exceed buggy with the .18c motor, you should have the same motor, I just checked my screw settings and the top long screw which is the high idle screw is 4 and a half turns out, and the low speed needle the small one is 3 and a half turns out, try that and see if it works.
Remember, you have to break in the motor right or you will blow the motor, don't give it full throttle till you have gone threw 5 tanks of gas.
