OK, I'm your man. I've been fighting this dragon for a couple of years now.

What you are probably experiencing is a problem with the rigging design that is being used to connect the ailerons together top to bottom. When they have horns bolted to the inside of the ailerons, pointing at each other, they screw up the way the paired ailerons deflect by destroying any chance they will move in unison.
