You can handle the parts after 30 minutes - just avoid "Stressing" them.

In other words, if you assembled the stab framework, after 30 minutes or so, you could (For example) glue it to the fuse.

However, if it were something like: you just glued the ribs to the Leading Edge, and now you want to bend a piece of sheeting over them (Which would stress the glue joints), I would give it a few hours.
