when the trigger is off?

I took the filter off and it seems like it is 1.5mm open..... the filter is super dirty. could that be a problem also?
I can make the adjustments tonight but won't be able to run it until tomorrow... I live in an apartment complex and dont want to make any one angry. I appreciate your help jonnymac... keep in touch please. I'm really new to this and need some guidance.
