Be sure your ATV is set to 100% both ways. A shorter servo arm will give you more movement at the carburetor.

A shorter servo arm will give less movement at the carb and more at the servo. His problem is too much movement at the throttle.
I misread his post, yes you want to move to a hole closer in on your servo.
If you are in the 3rd hole out move it to the 2nd hole and see if that helps.

If you want more movement at the carb you need to put the control horn farther out on the servo horn.
