You can't have another controller or joystick in an other USB port. There have also been some instances with 2000 where a mass storage device (USB external drives and CDs and even certain card readers) will use the same IRQ or DMA (try to use the same space) that the application expects to see the controller. Unplug anything you don't need from the USB ports and try it. if at all possible, try to use a USB 2.0 port.
