it says that it will do 2-3A fast charge. so if you take your 2200mAh battery and charge it at 2.2 amps, it would take 1 hour. (1A=1000mA) i don't know if that is a "good" charger, i've never heard of it. it is a simple plug and go charger. i think you should look around some more though, maybe check out a local hobby shop. you can probably get a better charger with more control for not too much more than you'd be spending on that one. look for something that you can adjust. to charge the batteries you listed quickly, you'd need a higher rated charger. the 3300mAh one would charge in 30 minutes at a charge rate of 6.6A, or 15 minutes at a rate of 9.9 amps. most chargers don't go more than 10 amps. (i say most since there are some that do, but they get expensive). for the 2200mAh, 30 minute charge would need 4.4 A and 15 minute charge would be 6.6 A.
<<edit>> the charge rate doesn't necessarily kill the battery, the heat does. faster charge does generate more heat, so excessive charge rates and excessive heat buildup will shorten the battery life. to say that it will ruin a battery in "short order" isn't really a fair statement. people quick charge batteries all the time and they last for years. if you constantly charge at a very high rate and don't let the battery cool, then you will adversely effect the battery's life.
