Cheap begets cheap. The 4#3 is not the heli you want, you'll probably never get it flying, and if you do manage to get it flying you'll spend far more than 100$ in parts to learn how to hold a hover.
Small helis like the 4#3 are MICRO, that means they are twitchy and hard to comtrol. Yes people have learned to fly on them, they problably spent a lot of cash and time learning to repair their heli though.
GO for a HBFP or similar is my very unexperienced reccomendation.
