I ran my gas engine again today. The first time since rotating the carb 180°, mounting the engine to my fuselage, and installing the new Seeker II from Polk's Hobbies. Ground based range checks actually improved?!?!? Must be because I was at a different location.
I AM IMPRESSED!!
The RPM readings were better than I expected or even hoped for...
25 cc WeedEaterŪ engine (Poulan),
Master Airscrew 15 X 8 prop (for break-in),
no muffler (not uncomfortably loud, but my muffler isn't done yet),
running slightly rich (4-stroking 80% of the time),
ESSO Synthetic oil mixed 40:1
RMP readings fluctuated at 9640 - 11040 !!!!!!

(Before anyone asks, yes, my tach is properly calibrated.)
With that kind of power, what prop do you recommend next?
P.S. More good news - my old starter (standard size sullivan) was able to start it repeatedly with ease.
