no its not. not if he is going full speed and it chokes thats the HSN. and if its cutting out at high speed you should turn 1/8 turn counter clockwise and if its bogging at idle when you pull gas all the way then it is your LSN and that can be fixed by turning LSN 1/8 turn clockwise or counter clockwise depending on if it is bogging or stalling or what you just gotta be able to tell the difference between lean bog and a rich bog.
