Back in this thread it stated that this matter of topic was voted on through a presidential action and was not on the EC agenda.

What exact powers are given through presidential action? I thought presidential action was only to be used for issues that needed emergency immediate attention and could not wait to be put on an agenda for a following meeting?

Could this topic not have been brought up through a presidential action and tabled for discussion until the next EC meeting? Thus giving the EC time to get opinions and input from members and reps.
