That's normal nowadays with the LA .40. The original plastic remote needle valve was too easy to break, and O.S. has since made the metal bracket standard on it's engines. Most likely the engine was in a crash at one time or another, and the owner put the metal one on, or depending on when O.S. implemented the metal version, it came like that.
