It depends on the radio. Not all of them use bind plugs. The Futaba and Airtronics radios have a button on the receivers that you push to bind the receiver to the transmitter. But for the JR radios that do need a bind plug, yes they come with the radio. Every JR/Spektrum receiver you buy will also come with a bind plug as well.
