Hinging the spoilers up near the high point is the method used by gliders to promote the most drag for the least spoiler area.

But most of them used for roll control seem to be back further as Ben said. I suspect it's so the roll effect is enhanced while avoiding the pitching reaction that the model gliders usually have.
