For what the instructions said you will be in programming mode when the LED start to blink. Dose the speed controller beep multiple times after you placed the throttle at the full power position for over 10 seconds? If you dont see a light try to move your throttle trim all the way down and try all the steps again.

To check the brake just plug everything like your going to fly hold it give power to the motor and as soon as is moving pull it all the way down it should stop if is on. Yes, it should stop if the brake is on as soon as you move the throttle down.
