Probably not.

I'd open both needles 2 turns and adjust it. Run it up and tune the high end. Lean to max RPM and then back it down rich a couple hundred RPM. Now set the low end. Lean until it gets to max speed at idle and then back it up rich 100 - 200RPM. Adjust idle speed with the servo endpoint.

You should be running a 22-10 prop.
