Some of that is normal, but too much creates what you're seeing.
Let us know what you find.
My experience has been that although the overall adjustments aren't critical or touchy, the "sweet spot" of overlap of low to high which gives the best idle and cleanest transition is pretty narrow. Probably less than 1/8 of a turn, total, between the two needles. Think "thin screwdriver blade tip thickness" adjustment increments, the closer you get.
Oh.
Don't forget that if you change your oil ratio, the adjustments you just got "perfect" will require re-tuning because of viscosity difference of flows inside the carb chambers.
