If the throttle butterfly opens to full travel, why would you want to go any more than that? The arm sticking out of the carb is to stop the throttle from going beyond full travel.

This is a typical minor problem with the Ryobi and it appears you already have the solution. Your RPM's arn't bad for a stock engine.
