Ultra-cote should stick to the glass just fine for cutting. It's when you let it dry that the adhesive does not stick.

If I remember though ultra-cote is a lower temp covering. So I would imagine that after you let the windex dry, when you use the heat gun to remove the press-n-seal it should stick just with the heat alone. Or make sure you get it toasty before pulling.
