Prop the rear of the plane up so it's sitting level, and sight the wings from the side. For the issue to be this severe, you should be able to detect one of the wings is way higher in the front than in the rear. It's probably the top wing.
It's possible you put the cabane and interplane struts in backwards, which would raise the front of the top wing and lower the rear of the top wing.
