Can you imagine what he would be like with the AMA administration when they don't agree with him. He has alread said if he doesn't agree with something he won't do it. I am sure that will come with the stomping feet and crying. Yeah lets make him EVP so nothing gets accomplished
Firstly,
The EVP gets only 1 ballot in EC votes,
so its not like Hoss will have some SuperVeto Power to stop the rest of the EC in your above fear.
Looking at that, for a motion to get voted down, it would talk alot more than 3 or 4 EC to agree with Hoss and vote with Hoss against something. So in that case, how is Hoss the only Evil Badguy stopping progress if he is voting the same as other EC members?
If he was as evil as you say, then everything will still pass 10-1 or 12-1 or whatever, regardless of the Dark Presense getting a vote.... all the crud you fear wont get accomplished will still get accomplished just like he wasnt there. Unless a whole bunch of the EC agrees with him and votes with him, meaning just how many of the EC are now Badguys in your perspective?

he should have plenty of examples of him bringing the team together for a unanimous vote,
