Correct in what you say, he does not need to be an IJMC member, but he does need to either check/verify with the current IJMC rep for Japan or run the risk of "stepping on toes" so to speak if he just enters himself. If this was not so, there could be a situation there 2 or more different teams applied to fly from the same country at the JWM, and this would be a difficult/imposible situation. (as only 6 pilots from any one country may enter a single JWM of that year.)

Your right, all entrants should go through the IJMC Rep for his particular country. However, if there is no rep for said country,or he isn't known, then the right way to find out is to contact the IJMC direct. By doing this he will not be causing any problems with any fellow jet pilots in his country, as they will give him the information he requires.
