You should take the measurements at the fuse side. Also, the flaps servos should be analog, if you can. That will prevent the constant 'twitching' that you're seeing. The noise is perfectly normal though for digitals. They are fighting gravity to constantly keep the flap up. When the Flash is flying, air pressure will assist this and take most of the pressure off the servos.
