A long time ago I was told that they ship them without glow plugs because it is then classified as parts and not a machine. Had something to do with the tax laws. Could be BS and they just save the price of a glow plug.
I once bought a car (small SUV) that was shipped into the country without a backseat so they could call it a pickup truck. Then the dealer bolts in the backseats.
